South African Cities Network (SACN) has identified Governance as the theme that will lead its next State of Cities report. SoC 2021 aims to strategically and politically reiterate that cities are central to transforming and improving the lives of South Africans. Within this message a clear message about city governance is required. Effective city governance is a pre-requisite for the attainment of South Africa’s development objectives. SACN has identified that South African city government continues to be plagued by several challenges.
The aim of this project was to develop a methodology for enabling productive conversations within municipalities around the key governance issues that impede development in that particular city. The Project has delivered a (i) methodology, (ii) a narrated animation that captures the key governance issues as presented in conversations at municipal level and (iii) a reflection on methodology used and on the potential for the roll out of this methodology in other municipalities.
